Signature of a cooperation agreement

Signature du premier accord de coopération bilatéral franco-albanais©  DGFIPOn 21 March, the DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) , represented by Director Philippe Rambal, Deputy Director-General with responsibility for managing the network and its resources, and his Albanian colleague, represented by Gazmir Spahija, General Tax Director, signed a cooperation agreement in Paris.

This agreement officialises the excellent bilateral relations forged between the two tax administrations since 2009. This relationship helped the DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) , in partnership with Sweden, to win a large institutional twinning programme with European funding on tax audits, internal control, legislation and IT.

The purpose of this project, which is headed by Noël Claudon, is to help the Albanian government to strengthen its tax system and to upgrade its tax administration ahead of accession to the European Union.
The signature of this bilateral cooperation agreement reflects Gazmir Spahija's wish to step up cooperation with the DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) as part of the drive to fight tax avoidance and evasion, improve the quality of service provided to users, and increase training efforts. The Albanian tax administration has recently set up a school with basic and vocational training programmes.
