©  DGFIPFrom 16 to 19 May, the Algerian city of Oran hosted the 26th symposium of the Centre for Tax Administration Meetings and Research in French-speaking Countries (CREDAF (Conference and Study Center for Tax Administration Managers. The CREDAF gathers 29 French-speaking countries. It aims at promoting dialogue between Tax Administration ...) ). The meeting was attended by 24 member countries, 2 guest countries and 9 international organisations, for a total of nearly 120 participants.

This year's agenda focused on tax administration performance, including:

  • A roundtable on tax administration modernisation issues with the following participants: Algeria, France (DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) ), Lebanon, the Democratic Republic of Congo and the UEMOA (West African Economic and Monetary Union). The DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) was represented by Jean-Noël Briday, delegate of the Director-General.
  • Discussions and workshops on putting objectives on a contractual footing (issues and change management) and the position of the tax administration in a decentralised environment. One of the workshops was moderated by Jean-Jacques Le Roux, public finances general administrator in Rouen (Moroccan correspondent) and Philippe Le Bris, public finances administrator at the Regional Directorate for Public Finances in Poitou-Charentes and the département of Vienne (correspondent for Algeria).
  • A presentation of the experiences of two member countries (Morocco and France) with HR management in the context of change management. France was represented by Jean Nizoux, public finances general administrator at the Regional Directorate for Public Finances of Ile-de-France (correspondent for Lebanon).

During 2011, the CREDAF (Conference and Study Center for Tax Administration Managers. The CREDAF gathers 29 French-speaking countries. It aims at promoting dialogue between Tax Administration ...) will be organising several actions in these areas, including two upcoming seminars. A working group is currently preparing a manual dealing with contractualising objectives.

Laurent Rousseau, département-level Director in Tours, presented the summary of the working group set up to develop an audit manual. This manual, reflecting the collective input of ten countries (Belgium, Burkina Faso, Canada, Comoros, France, Guinea, Lebanon, Mali, Central African Republic and Senegal), will shortly be made available to all CREDAF (Conference and Study Center for Tax Administration Managers. The CREDAF gathers 29 French-speaking countries. It aims at promoting dialogue between Tax Administration ...) member countries.

The Oran meeting also saw the appointment of a new CREDAF (Conference and Study Center for Tax Administration Managers. The CREDAF gathers 29 French-speaking countries. It aims at promoting dialogue between Tax Administration ...) auditor, Laurent Rousseau, the successor of André Lefeuvre, divisional director in Nantes, who held this post for many years.
