EUROsociAL
Programme for social cohesion in Latin America
In 2011, ADETEF maintained its commitment to Latin America through the EUROsociAL II programme. After holding the position of deputy director for the public finance section during the first phase of the programme, ADETEF now participates as an "operational partner". At the end of 2010, the consortium won the call for proposals launched by the European Commission for implementation of the second phase.
EUROsociAL II will build on the first phase. Its aim is to help strengthen social cohesion in the Latin-American societies by exchanging experiences between EU Member States and Latin-American countries. The second phase intentionally involves more "on request" assistance in order to match the reform and public policy priorities of the beneficiary countries as closely as possible.

- Architecture: 1 consortium with 80 partners and 3 governance levels
- The 7 "coordinating partners" include FIIAPP (The International and Ibero-American Foundation of Public Administration and Policies) (Spain), FEI (France), GIZ (Germany) and IILA (Italy) for the EU and SICA (Central America), Social Action (Colombia) and ENAP (Brazil) for Latin America. They were appointed by the foreign affairs ministries of their respective countries to oversee the general coordination of the programme.
- The "operational partners" are public technical assistance operators and development cooperation institutions with responsibility for implementing activities or projects. ADETEF, ACOJURIS, ADECRI (Agency for the Development and Coordination of International Relations (French social security action in the international area)) and CIEP are France's operational partners for this programme.
- Lastly, "operational entities" will be asked to participate in specific actions and to provide the technical expertise required for the exchanges. For the purpose of technical cooperation, the French ministries are actively represented by the DGFiP (General Directorate for Public Finance (Ministry for the Budget, Public Accounts and State Reform)) .

EUROsociAL II : next steps
Since the signature of the contract at the start of 2011, the participants have recruited the necessary teams and set up coordination offices. Several informational meetings have been held in countries that are actively involved in the programme, particularly Spain and France. In the first week of July, the coordinating partners and the operational partners will meet in Madrid in the presence of the European Commission in order to launch operations, especially the process to determine the actions to be included in the first annual work plan.
