International conference on public-private partnerships (PPPs)
On September 20, ADETEF co-organised an international conference in Kiev on the topic: “PPPs and the modernisation of municipal infrastructures”.
The event was carried out in partnership with the Ukrainian PPPs Center and the municipality of the city of Kiev. Focusing on the sharing of PPP methods and experiences, the conference brought together representatives of the public sector, international organisations, embassies, consulting businesses and experts from Russia, Belorussia, Kazakhstan, Kirghizstan, the Czech Republic, Poland, France, Great Britain and the United States.
The French Ambassador to Ukraine, His Excellency Jacques Faure, opened the conference. In his speech he mentioned the example of the first PPP in France; dating back to 1927, it is still in effect for the municipal heating system in Paris.
The ADETEF antenna representatives in Ukraine emphasised the interest and importance of the cooperation agreement signed in May 2010 with the Ukrainian PPPs Center.
Iryna Zapatrina, President of the PPP Center, outlined the conditions for successfully setting up PPP projects to develop municipal infrastructure and the lessons Ukraine has drawn from foreign examples. A law on PPPs was passed in Ukraine in 2010; however, effective application requires sharing further experience.
Jean-Pierre Rideau, from the Ministry of Sustainable Development, described French experiences with PPPs in the field of water services, which extend back more than a century. After a historical overview of the sector, he presented the various forms of public service outsourcing, the service financing and the tools set up for the regulations and transparency of the sector. Two representatives of Gide Loyrett Nouel (Kiev and Moscow offices) reviewed the legal aspects of setting up PPPs.
