UKRAINE-FRANCE
10 years of administrative cooperation
The Ministries of Economy, Budget, and Sustainable Development have been providing Ukraine with technical assistance for more than ten years with French bilateral and international donors' financing. In addition, ADETEF opened a permanent office in Kiev in 2006. Since then, cooperation activities have gained intensity, in particular in the areas of public finance, taxation, budget, control, and internal auditing. Recently, cooperation has been extended to other areas: energy, the civil service, tourism, public-private partnerships (PPPs), etc. The partnership with Ukraine public administration is conceived in a long term perspective, as Ukraine continues to enact reforms in the wake of the countrys accession to WTO in 2008 and the changes following upon the 2010 presidential elections.

EUROSOCIAL
Programme for social cohesion in Latin America
In 2011, ADETEF maintained its commitment to Latin America through the EUROsociAL II programme. After holding the position of deputy director for the public finance section during the first phase of the programme, ADETEF now participates as an "operational partner". At the end of 2010, the consortium won the call for proposals launched by the European Commission for implementation of the second phase.
EUROsociAL II will build on the first phase. Its aim is to help strengthen social cohesion in the Latin-American societies by exchanging experiences between EU Member States and Latin-American countries. The second phase intentionally involves more "on request" assistance in order to match the reform and public policy priorities of the beneficiary countries as closely as possible.

Welcoming a delegation on risk capital
On September 8, ADETEF welcomed a Chinese delegation in Paris to study risk capital issues in France. It included directors of the major financial departments, which are traditional partners (i.e. Ministry of Finance, Tax Department, Industry and Trade Division, National Commission on Reform and Development), and Chinese risk capital firms.

ALGERIA
CREDAF symposium on tax administration performance
From 16 to 19 May, the Algerian city of Oran hosted the 26th symposium of the Centre for Tax Administration Meetings and Research in French-speaking Countries (CREDAF). The meeting was attended by 24 member countries, 2 guest countries and 9 international organisations, for a total of nearly 120 participants.

COLUMBIA
Workshop on public administration reform
Jan Robert Suesser, director of ADETEF, and Carolina Ballester, Latin America project officer, participated in a workshop held in Columbia on the topic: Reforming public administration in the Andean countries: challenges, structures and assistance, organised on September 27 and 28, 2011, in Columbia by the French MAEE, the IRG and Externado University in Bogota.

ALBANIA
Signature of a cooperation agreement
On 21 March, the DGFiP, represented by Director Philippe Rambal, Deputy Director-General with responsibility for managing the network and its resources, and his Albanian colleague, represented by Gazmir Spahija, General Tax Director, signed a cooperation agreement in Paris.

UKRAINE
International conference on PPPs
On September 20, ADETEF co-organised an international conference in Kiev on the topic: ?PPPs and the modernisation of municipal infrastructures? . The event was carried out in partnership with the Ukrainian PPPs Center and the municipality of the city of Kiev. Focusing on the sharing of PPP methods and experiences, the conference brought together representatives of the public sector, international organisations, embassies, consulting businesses and experts from Russia, Belorussia, Kazakhstan, Kirghizstan, the Czech Republic, Poland, France, Great Britain and the United States.
