    Domestic events in the southern and eastern Mediterranean basin, designated as the Arab Spring, have served as a reminder that the relationship between public policies and social aspirations is a cornerstone of national public governance. How and why should the user/citizen be placed at the core of these policies?

    Finding the balance between carrying out public tasks, especially in matters ruled by sovereign functions of the State, and accountability with respect to citizens/taxpayers, is necessary. Issues will be discussed using examples of policies implemented in partner countries, some with French and international assistance.

How can technical assistance contribute to making them a success?
