About DGCIS technical cooperation
For the French General Directorate for Competitiveness, Industry and Services (DGCIS (General Directorate for Competitiveness, Industry and Services (Ministry for Economic Regeneration)) ), the main areas of cooperation are information technology, occupational safety, standardisation, metrology and SME development – areas in which European legislation serves as a model for third countries. Cooperation also covers the French model of competitive clusters.
The French DGCIS (General Directorate for Competitiveness, Industry and Services (Ministry for Economic Regeneration)) has appreciably stepped up its projects for Mediterranean countries. Cooperation has also been pursued with countries with high industrial potential such as South Africa and the Latin American countries, where French expertise is in demand, and with European countries, as well as with French-speaking African countries and Asian countries traditionally interested by such expertise.
Adetef works closely with the DGCIS (General Directorate for Competitiveness, Industry and Services (Ministry for Economic Regeneration)) and the bodies it supervises such as OSEO, as well as with Chambers of Commerce, the French Standards Association (AFNOR (French Standards Association. AFNOR Group revolves around 4 core competency areas: standardization, certification, industry press and training) ), the National Intellectual Property Institute (INPI) and the National Metrology and Testing Laboratory (LNE) to provide bilateral cooperation, issue invitations to tender and implement projects with multilateral financing.

Some cooperation activities
- Tunisia: In 2007, the DGCIS (General Directorate for Competitiveness, Industry and Services (Ministry for Economic Regeneration)) (formerly the Directorate for Trade, Craft Industries, Services and the Professions (DCASPL)) and ADETEF were awarded a craft-industry twinning together with the International and Ibero-American Foundation of Public Administration and Policies (FIIAPP (The International and Ibero-American Foundation of Public Administration and Policies) ). The purpose of this 30-month twinning, which ended in late 2009, was to help structure the craft sector and especially the Tunisian National Office for Crafts. It required the services of a resident advisor and some thirty experts from the DGCIS (General Directorate for Competitiveness, Industry and Services (Ministry for Economic Regeneration)) and bodies such as the Society for the Promotion of Crafts (SEMA), the Institute of Trade (ISM), Chambers of Commerce and Industry, and Chambers of Trade.
- Algeria: Support programme for SMEs/SMIs and ICT management (SME II) covering recruitment of long-term and short-term technical assistance for the SME II programme. The consortium, with the consulting firm Egis BDPA as lead agency and six other partners, including Adetef, was selected in early 2009 for this 34-month programme, with 6 long-term experts who are coordinating locally a team of short-term local and international experts in various fields associated with development support for SMEs and their environment (4400 days of experts’ services).
