ADETEF in Vietnam

Hanoi© AdetefPresent in Vietnam since 1993, ADETEF, supported by its office in Hanoi, develops close links with several important Vietnamese ministries for our bilateral technical cooperation relations: the Ministry of Finance, the Ministry of Industry and Commerce, the Ministry of Planning and Investment. Some agencies like the State Capital Investment Corporation, which manages State capital in enterprise, seek the expertise of ADETEF and are subject to targeted interventions.

A framework agreement for bilateral cooperation between ADETEF and the Vietnamese Ministry of Finance was renewed in June 2010 for the period 2011-2013 upon the arrival of Mr.Tran Xuan Ha, the Vice-Minister of Finance, in Paris.  Previously, amid the concern to provide the best possible support for economic reforms initiated by the Vietnamese authorities, a complete and comprehensive review had been drawn up in early 2010 on the bilateral cooperation activity conducted by ADETEF Vietnam in 2007-2010.  The preparation of the 2011-2013 guidelines document, essential to its concrete implementation, was started in 2010 with a view to its signature in 2011.

In addition, the Franco-Vietnamese Economic and Financal Forum, based on an intergovernmental agreement between our two countries, actively contributes towards the position of our two countries on major economic issues.

  • The 9th session of the Forum, on the 19th and 20th March 2012, will focus on the urban-rural balance and suburban developments, at the request of the Vietnamese authorities (
  • The 8th session of the Forum, which took place on the 17th and 18th of November 2009, concerned energy and sustainable development. It enabled the presentation to the Vietnamese partner of the high value of a French proposition which combined the Ministries of Economy and Finance, the Ministry of Ecology, Energy and Sustainable Development and, from the sea of private partners, key players in the implementation of measures adopted in relation to sustainable development.

In addition to the development and consolidation of bilateral activities, the cooperation takes on a new direction: International tenders.

ADETEF participates in and responds to projects funded by multilateral donors on the strengthening and integration of Vietnam in international trade following its accession to the WTO (Mutilateral Trade Assistance Project - MUTRAP III, financed by the European Union) or on land modernisation (Vietnam Land Administration Project, financed by the World Bank). The responses to 7 tenders on the modernisation of the land register in two southern provinces linked together a consortium of Bull, IGN France International, the Conseil Supérieur du Notariat (the High Council for the Notarial Profession) and ADETEF, which had already worked on the modernisation of the land registration system of the three largest cities in the country (Hanoi, Da Nang, Ho Chi Minh City) with FASEP funding.  In addition, under the programme for reinforcing trade capacities, ADETEF responded to a tender for the training of executives in the field of intellectual property protection (Ministry of Trade and Industry).
